open consultations rather soon, in mid-September
in relationship with the the CSTD recommendation.
32. Recommends that UNGIS organize focused open multistakeholder consultations on the implementation of part B of the Tunis Agenda " Financial Mechanisms for Meeting the Challenges of ICTs for Development";
It is therefore suggested that discussions should start ASAP about this recommendation,
and to elaborate suggestions
There are two aspects :
1) The mechanism itself
2) The assessment lines topics and facilitators

The idea of assssment lines was first proposed last year

and then it has been acknowledged with a positive mind
in the Intersession Report ( see §71 for WSIS-Finance input, see §72 for WSIS-SI input )
of the CSTD 2007-2008 Inter-sessional Panel ( 28–30 November 2007 )

and was rather faithfully included in the 28 May draft as :
Recommends
that a facilitation mechanism should be established for the
Financial Mechanisms for meeting the challenges of ICT for
development in the same consultations mentioned in par 24, to
consider official development assistance,
multistakeholder
partnerships, innovative financial mechanisms and infrastructure and
international interconnection costs, among others.
Then in subsequent negotiations it was modified to
leave to UNGIS the task to define details of the implementation
mechanism
It is reasonable to expect that the agenda of the UNGIS of the UNGIS open multistakeholder consultations
should be really focused on approving the Assessment Lines as a mechanism of the implementation
of Tunis Agenda part B, that would mirror the Actions lines of the Geneva Plan of Action.
From my feeling of the negotiations and the CSTD process for the last year, I guess there is some
consensus on the Assessment Lines mechanisms.
However, the detail of those Assessment Lines and who is going to lead the lines is the
real issue that must be clarified and solved, and about which the CSTD felt it was not
entitle to determine without further open consultations with all stakeholders,
none the least, the prospective facilitators.

For example during CSTD negotiations the line : Infrastructure and International Interconnection costs
has been criticized as "unrelated" by one government.
Concerning alternative financing mechanisms assessment line,
and it is iimprtant to emphasize
, that there are Alternative Financing
mechanisms other than the Digital Solidarity Fund that
have been proposed during WSIS, and elsewhere.

32. Recommande que l'UNGIS organise des consultations multipartites ouvertes, centrées sur le sujet de
la mise en œuvre de la partie B de l'Agenda de Tunis "les mécanismes de financement pour relever les défis des TIC pour le développement";
il y aura probablemnt à la mi-septembre une consultation ouverte de l'UNGIS

Les points qui vont être sans doute examinés
1) le mecanisme : les lignes d'évaluation ( assessment ) qui ne devrait pas
soulever de difficultés
2) la definition des lignes et de leur facilitateurs, ce qui est devrait
soulever beaucoup plus de discussions.
