Bonjour,

La mise en place des 35 heures en France a eu un impact sur la
répartition des trafics à la fois selon les journées mais aussi selon
les tranches horaires. L'une des bases de calcul des niveaux sonores
est la connaissance du trafic moyen journalier annuel.

Une étude a-t-elle été réalisée afin d'évaluer s'il est nécessaire de
mofifier la méthode d'évaluation du TMJA (TMJA = 10 HP ??; comptages
traditionnellement fait les mardi et/ou jeudi ??).

Merci des renseignements que vous pourrez apportez.

C.O.R.E. Quest - Call for Topics: Improving Anti-Noise Activism

Becoming an effective anti-noise activist can be an arduous process.  Gaining
experience by trial and error can be mostly error and quite a trial.  Wouldn't
it be great to go straight to the "core" skills and sharpen those needed for
effective activism?  That's what C.O.R.E. Quest is all about.  Small, tightly
focused groups convened via the internet for 1 to 2 week sessions, sharing
knowledge and insight under the guidance of an experienced mentor.  The goal of
each group is to release a "statement of findings and recommendations" at the
end of each session.  There are no fees,  no minimum qualifications - only the
desire to learn and become more effective.

C.O.R.E. Quest wants to know what YOU want to know:

         - Understanding Noise Measurement?
	 - Understanding Noise Laws?
         - Effective Lobbying and Letter Writing?
         - Working With Local Police?
         - Using the Internet for Research?
	 - ? ? ?

Please respond with your request(s) for topics by Tuesday, September 30, 2003. 
Depending on interest, sessions will be scheduled shortly thereafter, possibly
as early as Monday, October 6th.

an important newspaper with national clout. The journalist in question is
working on an major piece on noise.

His question is a tough one. Any information or guidance would be vastly
appreciated. Here it is verbatim:

"Thanks very much. Are you aware of any studies nationally or locally that
demonstrated that ambient urban noise levels are growing, particularly because
of traffic? I have asked about this quite a bit and have not found any studies.
I am aware that census data and housing studies demonstrate noise is a serious

I belong to an association which fights against the alignment of a 4
ways road, which we believe is detrimental to the environment and
population (http://perso.wanadoo.fr/adse).

There are now two aligments, which we know rather accurately. Both
run in the country side and the impact on the population will
essentialy be determined by the proximity of the houses (dispersed)
and the relief.

I am aware that a precise determination can only be given from a
simulation, taking account all parameters. However, we cannot afford
this and what we need are general guidelines to evaluate the impact.

To simplify, one alignment runs on a nearly flat ground, the other
one on one side of a valley. Is it possible to evaluate the impact on
each house, given its location (we assume there will not be any noise
wall or particular installation against noise impact)?

concernant la situation "en champ libre" me sont utiles.
Malheureusement, elle concerne principalement les conditions urbaines,
et ne renseigne pas sur les problèmes de topographie à grande échelle.

If you know the level of noise that is expected to be generated by the
traffic at a location near to the new road, say at 25 metres, which often
quoted by the generation part of noise models, it would be possible to work
out the noise level at a distant property by applying a simplified formula
allowing just for the effect of distance and ground cover.

It would be reasonable to ignore the screening effect of the nearer
properties for noise levels at distant properties if the houses are
scattered, but you should understand that noise levels at distances of
several hundred metres can change considerably according to the direction of
wind, as well as being significantly affected by temperature gradients. This
is why the noise models become so complex.

For a very simple calculation on the basis of distance only, in the case of
flat (presumably cultivated) ground, I would apply a reduction of about 4.5
dB per doubling of distance. Across a valley, assuming the sound travels
well above the ground, ignoring the effect of vegetation noise levels would
be reduced by 3 dB per doubling of distance.

However, estimating the noise arriving from the traffic will not necessarily
address the question of question of impact, because the traffic noise
arriving will be compared with the ambient noise level in the vicinity of
the property. It will generally be noticeable if the new noise level is 5 dB
above ambient and would be considered a nuisance if it is 10 dB above
ambient.

thanks for the tips to evaluate the noise of the future road. I have
evaluated the noise at 100 m, 60 dB. Using the attenuation quoted, I
find that the noise level should be felt as a nuisance up to about 3
kms during night (quiet countryside environment). Is this reasonable,
or is the long distance attenuation dependent on many other factors
which help shortening this distance ?

At that distance there may well be other features such as woodland that
would further attenuate noise. But I think you may be confusing external and
internal noise levels. The typical countryside attenuation over 3 km should
produce about 20 dB reduction, and so you are considering a noise level of
about 40 dB at the receptor to be a nuisance I suppose. However, given that
even an open window will reduce external noise by an additional 20 dB, the
traffic noise would hardly be noticeable indoors, although it would be
dominant in the open air in the absence of any other source.

Subject: [traffic-noise - Bruit Routier] noise evaluation

Hi,


thanks for the tips to evaluate the noise of the future road. I have
evaluated the noise at 100 m, 60 dB. Using the attenuation quoted, I
find that the noise level should be felt as a nuisance up to about 3
kms during night (quiet countryside environment). Is this reasonable,
or is the long distance attenuation dependent on many other factors
which help shortening this distance ?

We hope you can help us in some way on dealing with train horns.
   What is the status of the trains having to follow the way horns
are
blown at crossings compared to the FRA rules

and have been working with local residents and the town of Hamburg

try to get the rules enforced by the FRA or CSX/Norfolk Southern

trains that pass threw Hamburg every day since June 24th.  We have

told by the FRA the June 24th rules do not have to be followed yet
since the Association of American Railroads

  has petitioned the rules and  the FRA gave the "AAR" a 120 day
grace period to the AAR follow/learn the rules.
Which brang it to mid October 2005.  After that date the FRA then
said
CSX/Norfolk Southern still do not have to follow the rules till the
rules are  changed to the AAR asking with no ETA when the rules are
to be changed
and what the rules changes are to be.  Yes we have paper work to
prove
this is what we have been told which honestly sounds fishy to us to
say
the least.  Yes we would like quite zones

  some day..only problem is our town does not have the money to pay
for the multiple crossings in our town that would cost over $100,000
to install.  We have been trying to find some type of funding with
no luck.  FYI asking CSX and Norfolk Southern to follow the rules
only makes issues worse with the trains blowing their horns even
more we have found out when we are able to get some type of reply
from both.., like they are telling us don't try to tell us what we
have to do or how to do it.  We can not find any docoments saying
the rules should not be enforced/followed as of June 24th 2005.
