Statele Unite nu considera Tiraspolul un partener egal cu Chisinaul
"Noi consideram ca regiunea de pe malul stang al Nistrului este una
separatista, iar conducerea de la Tiraspol nu reprezinta oamenii din
regiune", declarat vineri, intr-un interviu, in exclusivitate
postului de radio Europa Libera, ambasadorul Statelor Unite la OSCE,
Stephan Minikes.
Este o adevarata tragedie ca acolo nimic nu functioneaza - drumurile
sunt stricate, blocurile de locuit avariate si transportul public
defect. E tragic sa vezi in timpurile noastre ca, atat de aproape de
noile frontiere ale NATO si ale Uniunii Europene, lumea traieste mai
rau decat se traia in tari aflate doar putin mai la vest - Polonia,
Ungaria sau fosta Cehoslovacie cu 50 de ani in urma - dupa cel de-al
doilea razboi mondial. Tocmai pentru a imbunatati calitatea vietii
oamenilor simpli, Statele Unite depun eforturi si sustin anume acea
conducere care este aleasa in mod democratic, a adaugat Minikes.
Intrebat in ce conditii ar putea fi trimisa in Republica Moldova o
misiune internationala de pacificare, asa cum a cerut OSCE anul
trecut, dat fiind faptul ca militarii rusi, moldoveni si ucraineni,
care exercita functii de pacificare in zona de securitate, nu au
acest statut consfintit in vreun document international, Ambasadorul
Statelor Unite la OSCE a declarat ca "daca va exista o forta de
pacificare, aceasta va fi multilaterala si nu doar ruseasca, nu va fi
condusa de Rusia, va fi mult mai mica decat in prezent - cel mult 300
de persoane - si va avea un mandat foarte scurt, de un an sau doi.
Sederea acestei forte poate fi oricand prelungita, daca va fi nevoie,
insa in nici un caz pe un termen atat de lung, cum prevedea
Memorandumul Kozak".
Stephan Minikes a mai spus ca Republica Moldova trebuie sa decida
singura in privinta garantiilor de securitate externe si ale unei
eventuale aliante militare din care ar putea face parte.
Referindu-se la Pactul de Stabilitate si Securitate pentru Moldova,
propus de presedintele Vladimir Voronin, ambasadorul Minikes a spus
ca, in momentul in care administratia americana isi va formula o
opinie, ambasadoarea, Heather Hodges, se va pronunta la acest
subiect.
In alt context, ambasadorul SUA la OSCE, a subliniat importanta unor
alegeri libere si democratice in Moldova. "Este imperativ ca
alegerile sa fie libere, transparente si corecte. Iar acest fapt
necesita un efort al OSCE, al Oficiului pentru institutii democratice
si drepturile omului (ODIHR), pentru ca monitorizarea alegerilor nu
se face doar in ziua alegerilor, ci mult mai devreme, cand se pun
bazele deciziei de vot - cu saptamani si luni inainte," a spus
Minikes.
"Este important contextul in care alegerile au loc, partidele de
opozitie trebuie sa aiba cu adevarat acces la mass-media publica.
Toate partidele trebuie sa fie libere sa-si educe electoratul inainte
de a merge la urnele de vot. Vom insista deci, ca observatorii ODIHR
sa vina in Moldova mult mai devreme, la fel, si inaltul reprezentant
pentru presa", a specificat Minikes, care a mai anuntat apropiata
vizita la Chisinau a presedintelui in exercitiu al OSCE, ministrul
bulgar de Externe, Solomon Passy, programata pentru 21-22 iunie.
"In cadrul intalnirilor pe care le-am avut la Chisinau, inclusiv cu
presedintele Voronin, am insistat mai presus de toate asupra
necesitatii unor alegeri libere si transparente, pentru ca oamenii
din Moldova sa-si exercite acest drept dat de Dumnezeu, sa voteze si
sa participe la determinarea propriului viitor," a adaugat

Ukraine- 150.989 are Romanian ethnics (0.33% of the country’s population)
and258,619 are Romanians/"Moldavians". Non-devised artificially in twoethnical
groups, the Romanian speaking population would have been placedon the third
position, after Ukrainians and Russians.- The numerical distribution of the
Romanian ethnics on regions andlocalities: - In Cernauti region – 208,800
Romanian speaking population (19.78% ofthe region’s population) out of which
141,600 (12.5%) declared to be ofRomanian ethnical minority and 67,200
Moldavians. - In Transcarpatica region – 32,152 Romanian ethnics – mainly living
inTeaciv rayon – 21.3 thousands of persons (12.4% of the rayon population)and
Rahiv – 10.3 thousands of persons (11.6% of the rayon population). - In Odesa
region – 724 persons declared to be Romanians and 123.751 –Moldavians.A small
number of Romanian speaking population live in different otherplaces from
Ukraine.The editing of the books in Romanian for the Romanian teaching schoolsin
Ukraine is being done by the Printing House "Svit" from Lvov. This isalso
printing books in Polish and Hungarian. The editorial office forthe books in
Romanian is in Cernauti: chief editor (Director) MihaiUNGUREANU.The books in
Ukrainian are being translated for all the subjects,including the history books
(the translators Ştefan BROASCĂ,Dumitru COVALCIUC, Ştefan
LAZAROVICI, etc).The books of Romanian language and literature are edited in
Cernauti,the authors being teachers of Romanian origin from Cernauti.For the
elementary school:Romanian language, IInd grade, Alexandrina CERNOVReading book,
IInd grade, Alexandrina CERNOVRomanian language, IIIrd grade, Natalia
CIURIMReading book, IIIrd grade, Ilie LUCEACRomanian language, IVth grade, Ion
BEJENARUReading book, IVth grade, Alexandrina CERNOVFor the elementary school
(the Ukrainian language, Romanian language andthe reading books) the Editorial
House Bureek has also printed books,their author being Mrs. Serafina CRIGAN.The
Romanian companies are being allocated in Cernauti region, an amountof
approximately 22,000 grivne (almost 4,150 US Dollars) that theirleaders consider
insufficient.The status regarding the education on Romanian in Cernauti
andTrancarpatica regionsIn Cernauti region:In the pre-school education, 1400
children are educated in Romanianlanguage, within 33 pre-school permanent
institutions and 175 withinseasonal institutions.In Kindergarten no. 1 of
Cernauti, there is a group of 20 children ofRomanian ethnical minority.In the
school education, during 2003-2004, in four rayons (Herţa,Hliboca, Noua
Suliţă şi Storojineţ) and in Cernautithere are:- 82
general schools, with Romanian as teaching language, where thereare 20,837
students studying, in 1075 classes;- 10 mixed schools with 130 classes with
Romanian as teaching language,where there are 2,246 students studying.In the
schools and classes with Romanian as teaching language, allsubjects, except for
"the Ukrainian Language and Literature" are taughtin Romanian.Other 363 pupils
in the general schools from the region study inRomanian as a compulsory subject
and 750 – as optional.In the schools with Romanian as teaching language there
are 2118educators teaching (19.2% of the total number of educators in
theregion.The Romanian language and literature are being taught by 225
teachers.The universitiesThe teachers for the schools having the Romanian as
teaching languageare trained in the National University "Iurii Fedkovici" and at
thePedagogic College from Cernauti, as well as in high educationinstitutions in
Romania and Republic of Moldova.At the Philology Faculty of this
university, there is the Department ofRomanian and classical Philology, 92
students.At the Faculty of Mathematics, there are 39 students studying
inRomanian groups.At the Pedagogical College within the mentioned university,
educatorsand teachers are being trained for the education institutions
withRomanian as teaching language – 94 students.In Transcarpatia regionThere are
13 general schools in the 13 localities with population ofRomanian ethnical
minority.In Teaciv rayon, Slatina locality, there are:- a high-school – boarding
school, human sciences and exact sciencesbase, with 31 students Xth and XIth
grades;- a middle school of general knowledge with teaching in Romanianlanguage,
with 24 classes, 530 pupils.There are general schools in several localities:
Apsa de Jos (4schools), Stramtura, Carbunesti, Boutul Mare and Boutul Mic.In
Rahiv rayon: At biserica Alba, Apşa de Mijloc, Plaiuţul,Dobric.Totally
there are 4,317 students and almost 380 teachers, in thepre-school
education there is a kindergarten with teaching in Romanianlanguage, with 40
children, in Slatina.In the universities, there is the state University from
Ujgorod, theFaculty of Foreign Languages, the Germanic Languages Department,
theRomanian language Department, with 10 students. - Annually, there is a
contest for selecting the candidates who wish tostudy at the high education
institutions in Romania and Republic ofMoldova. - During the last 5 years,
through such selection of the Education andScience Department of Cernauti, 186
candidates have been admitted forstudying in Romania and 104 for Republic of
Moldova.In Odesa region there are 9 national schools (174 classes) and 9
mixedschools (122 classes) with teaching on Romanian language
(Moldavianlanguage). In 7 schools with teaching in Ukrainian, 1715 pupils
werestudying Romanian language as compulsory suibject, and 500 –
optional,totally over 8000 pupils were studying the Romanian language (2.5%
ofall pupils in the region). From
statistic data it results that only 42%of the Moldavians’ children are educated
in Romanian language.In the village Novoseolovka, Sarata rayon, Odesa region,
there was amiddle general school with 11 classes, with Romanian as
teachinglanguage ("the Moldavian"), with 494 pupils and 48 teachers.As per
provisions of the Collaboration Protocol in the field ofeducation, between the
Ministry of education and Research in Romania andthe Education and Science
Ministry in Ukraine, for the years 2002/2003,starting with September 1, 2003,
this school was to be transformed intoa high-school.Starting with the
educational year 2003-2004, the progamme of the schoolwas added the functioning,
based on the options freely expressed by thestudents, two classes of Xth grade
with teaching in Romanian language,one with human sciences profile, with 15
students and one with amathematics profile, with 17 students. Under this
circumstance it cannotbe considered that in Novoseolovka there is a high-school
with
teachingin Romanian language. XOne of the main
objectives of the foreign policy of the Romaniangovernment is the keeping of the
identity of the Romanian communitieslocated outside the boarders of the country,
the maintaining and keepingof their connections with the Romanian state, totally
in accordance withthe provisions and principles of the international law. The
issue of thedevelopment and consolidation of the relations with the
Romaniancommunities, represents, within the Governing Programme for the
years2001-2004, a priority field, pursuing mainly, "the active support of
theinterests of the Romanian citizens, of the co-nationals outside theboarders
and the encouraging of their relations with the country".As far as the relations
with the Ukrainian side is concerned, the issueof protecting the Romanian
minority in Ukraine was constantly on theagenda of the official bilateral
meetings, including at the highestlevel, pursuing the settlement of the
existent problems, by bilateraldialogue, in the spirit of the European legal
order.Thus, on the occasion of the official visit in Romania of Mr.Konstyantyn
Grischenko, the minister of foreign affairs of Ukraine,which took place on
February 18, this year, the Romanian party requestedthe Ukrainian authorities to
prove a wider availability for settlementof the problems of the Romanian
minority in Ukraine, among which thereturning of some buildings that used to
belong to the Romanian culturalinstitutions until 1944, the representation of
the Romanian minority inthe Superior Rada in Kiev, more substantial support
regarding thepublishing of some books in Romanian; there was also discussed
theproblem on the difficulties that the Romanian party has faced due to
theblocking of the donations, especially the ones concerning Romanian booksfor
the Romanian community in Ukraine. These issues are actuallypermanently on the
agenda of the Joint Romanian-Ukrainian Commission fornational
minorities.The Romanian party transmitted to the Ukrainian one,
aRomanian-Ukrainian Action Programme for Europe, containing a number ofconcrete
proposals regarding the protection of the Romanian minority inUkraine, including
by building monuments or memorial houses or theretrocession of some assets, such
as: the building of the monument ofStefan cel Mare si Sfant in Codrii
Cosminului, the establishing of thememorial museum "Mihai Eminescu" in Cernauti;
the transforming of theheadquarter of the present General Consulate of Romania
in Cernauti(subsequent to its moving in another place), into House of the
RomanianCulture, library or cultural center of the Romanians; the retrocessionof
some immovable from Cernauti, which until 1944 belonged to theRomanian cultural
institutions (the house of Aron Pumnul, the NationalPalace, the Cultural
Palace).The programme for the year 2004 of the Ministry of Foreign
Affairs,regarding the relation with Ukraine, there are in this respect a
numberof
concrete actions, such as:- building again the bust of the national poet Mihai
Eminescu in Odesa;- setting up some commemorative plaques on he locations
wherepersonalities of the Romanian history and culture had lived in Bucovinaand
naming some streets in Cernauti after them;- Building a monument of Stefan cel
Mare si Sfant in Codrii Cosminului;- Setting up bilingual signs in the rayons
Herta and Noua Sulita fromBucovina and in the regions with Romanian compact
population fromTranscarpatia (Slatina, Rahiv, etc.)- Setting up the museum
"Mihai Eminescu" in the House "Aron Pumnul" fromCernauti;- Opening the "Romanian
Library in Cernauti", with the support of theCounty Library "Gheorghe Asachi"
from Iasi;- Building monuments for the Romanian heroes who had died during
thesecond world war in some localities of Bucovina – actions for markingand
arranging the places where heroes of the Romanian Army had beenberried;-
Renovating the crypts of the Romanian rulers: Stefan Petriceicu
andConstantin Serban from the Monastery Starai Stambir from Lvov Region;-
Proceedings for the reconstruction of the former monastery "Peri" fromthe
village Grusevo- Transcarpatia – the oldest Romanian foundationwhere the first
church books had been printed in Romanian language.Romania pursues the
preservation of the cultural and linguistic identityof the Romanian communities
in Ukraine, including of the spiritual andcultural Romanian patrimony which is
in the neighboring country, incompliance with the provisions of the bilateral
legal frame andinternational provisions in the field, in force.The diplomatic
missions of Romania in Ukraine organize different actionsfor commemorating the
memory of the ancestors, through commemorativegatherings, religious services,
wreaths, etc.

ªtiuca,Lugoj etc.- On the own demand of the
parents, the pupils of the Ukrainian minoritycan study on two forms: with
tuition in Ukrainian language and Romanianas a foreign language or with tuition
in Romanian and with Ukrainian asnative language – studied 3-5 hours a week
suring 12 years. The majorityasked for the second form – the first form could be
organised at anymoment on the request of at least 15 parents in a locality ! –
thisrepresents the minimum for a class.- Teacher training for pre-schools and
primary schools – pedagogicalschools in Ukrainian – begin with 1990-1991 year in
3 towns: SighetulMarmaþiei, Suceava and Tulcea. An important number of graduates
inUkrainian are send to Ukrainian universities through the Union ofUkrainian -
NGO representing the Ukrainian minority, also representedin the Parliament with
one spec! ial seat – like other 18 minorities –and in the local and regional
councils were Ukrainians are represented.- The manuals are revised twice after
1990 and are published by thealternative printing
houses with the financial support of the Educationministery- Two new
departments of Ukrainian language and literature have been setup in the
universities of Suceava and Cluj-Napoca, besides the alreadyexisting departments
at the universities of Bucureºti and Iaºi.
