Je vais participer à un projet d'évaluation d'un nouveau portail
interinstitutionnel JAI (Union européenne / Justice et affaires
intérieures) et je me demandais si certains d'entre vous
souhaiteraient également y participer.

Dear Mrs Caunes
As Project Manager for Trans-JAI project at the European Commission,
Directorate-General Justice, Freedom and Security (DG-JLS) , I am glad
to inform you that we are now in the process of opening the TRANS-JAI
portal to a selected set of external users. The objective is to
receive their feedback with a view to improving the functionalities
and the usability of the system. It is a good opportunity for selected
users to orientate the last appearance of the application interface
("look and feel", ergonomics), menus, and also content (search
possibilities).
Based on the results of this "Wider user evaluation period", the
system will be modified and progressively opened to all users
("General Public Go live ", foreseen date : first quarter 2010).
You are now kindly requested to confirm your interest in
participating in the evaluation and proposing improvements of this
system . I take the opportunity of the present letter to underline the
crucial role that the Portal once active and online will play in the
achievement of the principe of Transparency which is at the heart of
the Better Regulation process. The three EU institutions that are
involved in the development of this Portal, namely the EU Commission,
the European Parliament and the EU Council, under the lead of the
Commission are committed in transforming this principle into reality.
The project that we will share with you is a master piece of this
commitment.
If you happen to know colleagues or other professional relations who
would also be interested in this "Wider user evaluation period" please
do not hesitate to inform them about the project. Their possible
candidature will be examined with great attention.

Trans-JAI Wider user evaluation period
Trans-JAI : EU inter-institutional web portal merging all legal
documents related to Freedom, Security and Justice domain. Sources of
information are : The European Parliament, The Council of European
Union, and The European Commission. A possible extension to other
domains is possible afterwards.
Date : from November 2008 to December 2009.
Participants : Researchers, professionals in Legal domain.
Projected workload : only a couple of hours to navigate through the
application and test
functionalities.
Method :
Some material sent by email : background, user guide,
passwords ...
Access to the application by internet
First feedback by web form
Availability of an helpdesk reachable by phone or email.
More detailed feedback possible by phone call, or web conference
Participation to the official inauguration of the system,
begining of 2010.
… By the way : choice of a more appealing public name for
Trans-JAI Portal (TRANSparency in Justice and Affaires Interieures)
As a reminder, Trans-JAI is an interinstitutional pilote project
based on the idea that transparency is a key element of the better
regulation approach. Applied to JLS issues is an even greater challenge.
The European Parliament obtained in 2003 that the EU Commission
develop this pilote project as an IT system offering a complete
reconciled overview of the documents entering into the decisional
process for all the dossiers that have been initiated and/or are
achieved in this area. After a few years in which we have focused on
the IT developments we are now at a point when the question of
reconciling documents from the three insitutions involved ( EP ,
Commission, Council) has become the crucial challenge.
We entered into it and have now in front of us the target dead line (
end november/begining of December) of the setting up of a "wider user
group" that would test the system and bring us the feed back to allow
the necessary improvements.
This task will require a good knowledge of EU decision making process
and a fairly good
knowledge of JLS issues , but also other qualities that somebody
accustomed to qualified
research on the web may offer ( a sense of usability, ergonomy, a
capacity of evaluating the product in terms of speed, reactiveness,
the screening of missing features ECT, ).
