The U.S. Embassy in Rabat is seeking an individual for the position of
Information Specialist (Broadcast Media) to work for the Public Affairs
Office (PAS).

*BASIC FUNCTION OF POSITION: *

Under the general supervision of the Information Officer (IO) and the
overall guidance of the Public Affairs Officer (PAO), the incumbent bears
primary responsibility for public diplomacy efforts involving broadcast
media and public opinion monitoring and research. Maintains unsupervised,
direct contact with senior government officials and decision-makers at the
highest levels in Moroccan ministries and radio and television entities,
proposes media programming, and obtains coverage of and for the U.S. Mission
in accordance with the goals of the Mission Strategic Plan (MSP). Develops
broadcast media placements, cooperative programs, and programming using
Post-produced or acquired audio-visual materials. Tracks, advises on,
places, and promotes all U.S. Government broadcast media services in
Morocco. Ensures that effective liaison between Embassy Rabat, the
Consulate General in Casablanca, and the Department of State is maintained
and that broadcast media outreach strategies are fully supportive of overall
MSP objectives.

*QUALIFICATIONS REQUIRED* *NOTE: **All applicants **must** meet all
qualifications and provide supporting documentation for each criterion
below.** *

*Education:* A university degree in journalism, communications, liberal
arts, social sciences, translation, or related field is required.

*Experience: *At least five years of experience in broadcasting, media
relations, advertising, or public relations, with practical and demonstrable
understanding of broadcast media production is required, although
specialized or advanced study and/or training in broadcast media journalism
may substitute. .

*Language:* Level IV (proficiency) in English, French, and Arabic is
required.

*Knowledge:*

-Thorough knowledge of U.S. society and its institutions, as well as the
issues and concerns that affect all aspects of U.S.-Moroccan bilateral
relations.

-Intimate knowledge of Moroccan radio and television organizations in order
to advise senior Mission officers on activities and attitudes of concern to
the U.S, and handle and/or facilitate informed, accurate and favorable
coverage of U.S. activities and interests by Moroccan media officials.

-Professional knowledge of all aspects of broadcast production sufficient to
produce, as well as supervise the production of, radio and television
programs dealing with the full spectrum of U.S. Mission interests.

-Knowledge of filming, recording, announcing, scripting and editing and a
high level of technical understanding in order to identify and solve
technical problems, make recommendations for technical changes to enhance
the quality of programs, manage the use, acquisition, and maintenance of
highly specialized equipment.

-Thorough understanding of the organizational and technical operations of
Moroccan, American, regional/pan-Arab, and international professional and
governmental broadcasting organizations, enabling acquisitions and
placements that effectively serve public diplomacy and Mission objectives.

*Skills and Abilities: *

-Highly developed interpersonal skills are required.

-A high level of management ability is required.

-Professional level production skills spanning the entire spectrum of
broadcast media program production are required.

-Supervisory skill in order to oversee the work of the PAS technical support
staff as well as (on an ad hoc basis) the work of other staff participating
in media programs, and also to supervise the work of technicians who are
employed by broadcast media organizations or contracted by PAS to
effectively coordinate and determine production responsibilities.

*SELECTION PROCESS*

When equally qualified, US Citizen EFMs and US Veterans will be given
preference. Therefore, it is essential that the candidate address the
required qualifications above in the application.
*ADDITIONAL SELECTION CRITERIA*

1. Management will consider nepotism/conflict of interest, budget, and
residency status in determining successful candidacy.

2. Current employees serving a probationary period are not eligible to
apply.

3. Current Ordinarily Resident employees with an Overall Summary Rating of
Needs Improvement or Unsatisfactory on their most recent Employee
Performance Report are not eligible to apply.

4. Currently employed US Citizen EFMs who hold a Family Member Appointment
(FMA) are ineligible to apply for advertised positions within the first 90
calendar days of their employment.

5. Currently employed NORs hired under a Personal Services Agreement (PSA)
are ineligible to apply for advertised positions within the first 90
calendar days of their employment unless currently hired into a position
with a When Actually Employed (WAE) work schedule.

**DEFINITIONS*

1. US Citizen Eligible Family Member (USEFM) – *For purposes of receiving a
preference in hiring for a qualified position, an** *EFM who meets the
following criteria:

- US Citizen; and,
- EFM (see above) at least 18 years old; and,
- Listed on the travel orders of a direct-hire Foreign, Civil, or
uniformed service member assigned to or stationed abroad with a USG agency
that is under COM authority, or at an office of the American Institute in
Taiwan; and either:



1. Resides at the sponsoring employee's or uniformed service member's
post of assignment abroad or at an office of the American Institute in
Taiwan; or
2. Resides at an Involuntary Separate Maintenance Allowance (ISMA)
location authorized under 3 FAM 3232.2.

2. EFM: An individual related to a US Government employee in one of the
following ways:

- Spouse;
- Child, who is unmarried and under 21 years of age or, regardless of
age, is incapable of self-support. The term shall include, in addition to
natural offspring, stepchildren and adopted children and those under legal
guardianship of the employee or the spouse when such children are expected
to be under such legal guardianship until they reach 21 years of age and
when dependent upon and normally residing with the guardian;
- Parent (including stepparents and legally adoptive parents) of the
employee or of the spouse, when such parent is at least 51 percent dependent
on the employee for support;
- Sister or brother (including stepsisters and stepbrothers, or adoptive
sisters or brothers) of the employee, or of the spouse, when such sibling is
at least 51 percent dependent on the employee for support, unmarried, and
under 21 years of age, or regardless of age, incapable of self-support.



3. Member of Household (MOH) – An individual who accompanies a direct-hire
Foreign, Civil, or uniformed service member permanently assigned or
stationed at a U.S. Foreign Service post or establishment abroad, or at an
office of the American Institute in Taiwan. An MOH is:

- Not an EFM; and,
- Not on the travel orders of the sponsoring employee; and,
- Has been officially declared by the sponsoring USG employee to the COM
as part of his/her household.



A MOH is under COM authority and may include a parent, unmarried partner,
other relative or adult child who falls outside the Department’s current
legal and statutory definition of family member. A MOH does not have to be
a US Citizen.

4. Not Ordinarily Resident (NOR) – An individual who:

- Is *not* a citizen of the host country; and,
- Does not ordinarily reside (*OR*, see below) in the host country; and,
- Is not subject to host country employment and tax laws; and,
- Has a US Social Security Number (SSN).



NOR employees are compensated under a GS or FS salary schedule, not under
the LCP.

5. Ordinarily Resident (OR) – A Foreign National or US citizen who:

- Is locally resident; and,
- Has legal, permanent resident status within the host country; and,
- Is subject to host country employment and tax laws.



EFMs without US Social Security Numbers are also OR. All OR employees,
including US citizens, are compensated in accordance with the LCP.

6. An Exception Rate Range (ERR) is an exception to the Local Compensation
Plan's regular salary schedule. It is a Department authorized salary range
for a job series and grade level in which the pay rates are either greater
than or less than the rates on the regular salary schedule for the same
grade level.
