Fingerprint recognition trialled in Lewisham PCT

new biometric security system combining single sign-on and fingerprint
authentication will be adopted by Lewisham Primary Care Trust this month.
The new security system will be used by 300 staff at Lewisham's Children and
Young Person's Centre, who will be subject to "bulletproof" security checks.
The system, developed by Logicalis, will use fingerprint authentication in
an effort to improve safety for individual users and protect patient
confidentiality. The system will feature electronic single-sign on
technology, meaning that users will only have to log in once.
The year-long trial was agreed last month by Lambeth, Southwark and Lewisham
Shared ICT Services (LSLSIS). Work has now begun on the installation of the
system.

more and more familiar with the technology used. Many sophisticated
technologies can easily be breached. Therefore there is a requirement of
reader technology that can offer a highest level of security and biometrics
screening is a solution for that. Biometrics screening is to capture, store,
retrieve and match a range of biometric data like fingerprints, facial
information and irises scanned. In biometrics the image of physical
characteristics of a person is stored as identification and each time a
person requires access biometric information has to be compared with the
current image.

Zambia: Biometrics to Be Used in 2006 Elections

Zambia's 2006 elections will for the first time make use of an electronic
system in which biometric information will be loaded onto a database as it
has proved to be more accurate and less prone to manipulation than the
current practice of verification of some form of identification documents.
Biometrics is the use of fingerprints, palm prints or iris scans to provide
an accurate identification and verification of a person.
A tour of the Electoral Commission of Zambia (ECZ) found workers scanning
and loading information of aspiring candidates onto the data base. Most of
the work was almost finished as all voters' right hand thumb finger prints
had already been scanned. The ECZ was also found to be producing
Geographical Information System (GIS) maps for all constituencies in the
country as this was previously done by the surveyors department.

GovExec reports Homeland Security Department agencies have announced a
change in plans for implementing a Transportation Worker Identification Card
program.
Facility and vessel owners and operators will not need to verify biometric
data contained in workers' ID cards during the initial phase of the
Transportation Worker Identification Credentials effort.
The Transportation Security Administration and Coast Guard announced they
will hold off indefinitely on requiring that TWIC card readers be installed
at points of entry for shipping businesses and at ports. Biometric security
companies criticized the decision.

Lockheed Martin will proof ID system for HHS

Lockheed Martin Corp. of Bethesda, Md. won a proof-of-concept contract to
implement biometric identification cards for Health and Human Services
Department employees at four sites, the department announced. Lockheed will
deploy its solution under Homeland Security Presidential Directive 12 at HHS
headquarters in Washington, at the Centers for Disease Control and
Prevention in Atlanta, and at two sites at the National Institutes of Health
in Bethesda, Md.
The new biometric ID card program will enroll and credential about 1,000 HHS
employees. The dollar value of the contract was not announced.

Mobile vendors to be given biometric identity cards

HYDERABAD: The Municipal Corporation of Hyderabad will soon begin issuing
biometric identity cards for all mobile vendors as part of the hawkers'
policy announced last month with the approval of the High Court.
About 25,000 such cards are to be issued in the first phase with the circle
offices to function as the designated photo location centres equipped with a
web camera and a facility to take thumb impressions.
Laminated cards will have the name, father's name, home address and bar code
but will not indicate the place of his business because "any mobile vendor
has the right to conduct business activity wherever he finds it convenient,"
says Additional Commissioner (Planning & Projects) K. Dhananjaya Reddy.

Mizuho to introduce biometric cash card

Mizuho Bank said Monday it will start issuing biometric cash cards on Aug.
28, to protect better its users' deposits. About 2,000 automated teller
machines that accept the cards will become available on Oct. 2, the bank
said. With the move of Mizuho Bank, the retail banking unit of Mizuho
Financial Group Inc., all of Japan's three mega banking groups will be
employing biometric identification systems to protect their depositors'
money. Sumitomo Mitsui Banking Corp., which belongs to Sumitomo Mitsui
Financial Group Inc., has adopted a system to identify holders by finger
blood vessel patterns, while Bank of Tokyo-Mitsubishi UFJ, under Mitsubishi
UFJ Financial Group Inc., uses palm blood vessel patterns for
identification.
As Mizuho will introduce a finger-blood-vessel identification system like
that of Sumitomo Mitsui, it is planning to make its biometric system
compatible with Sumitomo Mitsui's in the future.
Mizuho Bank's biometric system will also be compatible with that of Japan
Post, the operator of "Yucho" postal savings, the bank said. (Jiji Press)

Biometric Checks Expanding to New U.S. Ports of Entry

Washington -- Visitors to the United States are subject to biometric
screening at a new point of entry in California, and soon will undergo the
same scrutiny in Louisiana, according to the U.S. Department of Homeland
Security.
As of August 15 biometric measures are being used at Fresno-Yosemite
International Airport in Fresno, California, and are scheduled to begin not
later than October 15 at the recently constructed Erato Street Cruise
Terminal in New Orleans. Homeland Security also plans to introduce biometric
screening at the new pre-flight inspection center at Halifax International
Airport in Halifax, Canada, on or before October 1.

Industry Privacy Code Approved for Australia

An industry privacy code for biometrics compiled by the Biometrics Institute
of Australia has has been approved by the Australian Federal Privacy
Commissioner Karen Curtis.
The non-binding code provides for a higher standard of privacy protection
than the minimum requirements that apply under the Privacy Act.
The Privacy Code comes into effect on 1 September, following consultation
between the Biometrics Institute, Industry and the Privacy Commissioner. The
draft code, first submitted to the Commissioner in May 2004, was approved
this month with a revised section relating to the introduction of stronger
guidelines with regards to employee records and individual privacy.

Tender field puzzler

the wake of fresh allegations that the tender process for the $500 million
public transport smartcard may have been compromised.
The Herald Sun has revealed the Auditor-General is investigating how
confidential tender information found its way into the hands of one of the
bidders.
The allegations centre on a meeting attended by Transport Ticketing
Authority chief Vivian Miners in Paris last year.
A TTA computer memory stick containing secret bid information was left in
the hands of bidder Manta. T.
Manta. T told the Auditor-General the memory stick contained top-secret
tender information.
The smartcard fiasco has the potential to seriously damage Victoria's
reputation.

US researchers chip away at speech recognition speeds

Researchers at a US university have developed a chip architecture that can
support speech recognition at speeds 10 times faster than current
technology. Demand for faster speech recognition technology is increasing as
more voice and video digital media goes online because searching voice data
for relevant material is slow and difficult.
But Carnegie Mellon University has developed a chip structure as an
alternative to current voice recognition systems, which are based on
software. The technology is aimed at making it possible to rapidly search
massive volumes of voice data.

Banks Get New Guidance on Online Authentication

persons can expose financial institutions to financial loss and brand
erosion. As Internet-based financial services continue to grow, a sound,
consistent authentication strategy can help financial institutions prevent
losses and reputational damage while complying with requirements to
safeguard customer information, prevent money laundering and
terrorist-financing activities, inhibit identity theft, and maintain an
effective internal control environment.
In October 2005, the Federal Financial Institutions Examination Council
(FFIEC) issued a guidance titled "Authentication in an Internet Banking
Environment" to curb online fraud within the financial services industry.
Under this guidance, all financial institutions regulated by the member
agencies of the FFIEC are directed to conduct risk assessments and evaluate
customer awareness programs to review the effectiveness of the systems and
practices they use to authenticate both retail and commercial customers who
engage in online financial activities.

Clothing Maker Says RFID Significantly Improves Production

Chinese firm Lawsgroup has deployed an RFID work-in-progress tracking system
that is leading to measurable improvements in its operations and a quick
return on investment.
Aug. 21, 2006-Lawsgroup, a contract manufacturer based in Hong Kong that
produces garments for a number of U.S. retailers-including the Gap, Old Navy
and J.C. Penney-uses RFID to automate the tracking of raw materials,
semifinished components and finished garments throughout most of its 15
production sites, in Asia. In describing the system to attendees at last
week's RFID Journal-AAFA Apparel & Footwear Summit, Bosco Law, director of
corporate development for Lawsgroup, said it provides significant visibility
into the company's operations. Lawsgroup facilities using the technology are
now able to produce more garments and react more quickly to changes in
product orders than they were under the older, manual system for tracking
work-in-progress.

driver's license issued by each state but standardized to comply with the
Real ID Act passed last year.
Like it or not, the driver's license is what Americans resisted for 230
years, a national identity card.
Cards could include a photograph, thumb print, Social Security number and
other personal data. States must link their record-keeping systems to
national databases so duplicate applications can be detected, illegal
immigrants identified and driving histories shared.

Porticus Gives A Voice To Biometric Authentication

Startup Porticus Technology recently emerged from stealth mode with
biometric security technology that uses the dynamic range of a person's
voice to authenticate callers on interactive voice response (IVR) systems.
Porticus' technology comes in the form of a VoIP gateway appliance or a set
of APIs that integrate into IVRs through a Java interface. The Needham,
Mass.-based vendor earlier this month also rolled out an embedded solution
for wireless devices that authenticates mobile transactions and allows
remote workers to access corporate networks using their unique voice
"footprint," said Germano Di Mambro, founder and CEO of Porticus.
"Instead of typing a PIN number, you just speak your password, and the
technology detects your voiceprint and authenticates you to the network," Di
Mambro said.

BearingPoint to Work on High-Tech Federal ID Cards

BearingPoint Inc. of McLean on Friday received a five-year, $104 million
contract to develop high-tech government identification cards for all
federal employees and contractors -- the first such contract awarded in the
effort to standardize ID cards to include such biometric information as
fingerprints.
Not all agencies have to opt in to the BearingPoint contract, but it
provides an alternative for smaller departments that may not have the money
or time to secure individual ID-related contracts, said Viki Reath, a
spokeswoman with the General Services Administration.

Asylum Seekers Helped by Biometrics

BIO-key International, Inc. and Biometric Technologies South Africa have
successfully deployed a fingerprint identification system as part of South
Africa's Department of Home Affairs Refugee Program.
In the initial implementation of the program launched by the South African
Government, five centers have been opened to enroll an initial 100,000
refugees utilizing the BIO-key/Biometric Technologies system known as the
South African Refugee and Asylum Seekers Biometric Identification System.
Many refugees from all over Africa lack identification documents recognized
by the system currently used by the government. The new solution enables the
refugees to register with the government using unique identifiers
(fingerprints and photographs) as part of their application for seeking
asylum in South Africa. This process includes the issuance of an
identification document which helps reduce the refugees' vulnerability to
refusal of services and other forms of discrimination.

EU Trying to Push Again Biometrics on National ID Cards

According to a EU document presented by Statewatch in July 2006, The Visa
Working Party on 13-14 June 2006 proposed another approach on the issue of
the biometrics to be introduced on national ID cards.
The issue had met resistance back in February when several members of the
European Council have expressed doubts especially as Belgium and the Czech
Republic opposed to the measures proposed by EU, without a public debate.
In December 2005 the two governments gave a statement by which expressed
their view that the introduction of biometrics into the ID national cards
involved discussions of private life protection, financial and
organizational issues, besides the technical aspect.

A smart environment for biometric capture

The development of large scale biometric systems require experiments to be
performed on large amounts of data. Existing capture systems are designed
for fixed experiments and are not easily scalable. In this scenario even the
addition of extra data is difficult. We developed a prototype  for the
capture of non-contact biometrics. It is self contained and autonomous. Such
a configuration is ideal for building access or deployment in secure
environments. The tunnel captures cropped images of the subject's face and
performs a 3D reconstruction of the person's motion which is used to extract
gait information. Interaction between the various parts of the system is
performed via the useof an agent framework. The design of this system is a
trade-off between parallel and serial processing due to various hardware
bottlenecks. When tested on a small population the extracted features have
been shown to be potent for recognition. We currently achieve a moderate
throughput of approximate 15 subjects an hour and hope to improve this in
the future as the prototype becomes more complete.

données du détenteur sont stockées. En 2009, les empreintes digitales y
figureront également. Les informations contenues dans cette puce pourront
être lues à l'aide d'appareils spécialisés. Au total, l'introduction du
passeport biométrique au Luxembourg a coûté la somme de trois millions
d'euros, il a pour objectif d'augmenter la sécurité des voyageurs et de
lutter contre le terrorisme et la grande criminalité, il est par ailleurs
indispensable que les passeports ne puissent pas être copiés, a indiqué
Nicolas Schmit, ministre délégué aux Affaires étrangères et à l'Immigration.
Mais l'introduction du passeport biométrique répond également à un règlement
du Conseil de l'UE qui établit des normes pour les éléments de sécurité et
les éléments biométriques devant être inclus dans les passeports et les
documents de voyage délivrés par tous les États membres de l'Union.

Het eerste Nederlandse biometrische paspoort verschijnt eind augustus. Het
kabinet wil die gegevens centraal opslaan. De Tweede Kamer buigt zich dit
najaar over het voorstel maar kritiek is er al. Volgens het onafhankelijk
forum burger@overheid zijn de waarborgen nog niet goed genoeg. Het
biometrisch paspoort krijgt een chip met daarop de personalia van de houder
en een digitale foto die geschikt is gemaakt voor een gezichtscan. Later
komen daar vingerafdrukken bij. Die paspoortgegevens komen uiteindelijk in
een centrale databank terecht. Het forum, dat de digitale overheid kritisch
volgt, twijfelt over de waarborgen van zo'n opslag en heeft daarover een
brief geschreven aan de Tweede Kamer.

Infineon tekent voor chip Amerikaans paspoort

Chipproducent Infineon mag de chips leveren voor het nieuwe Amerikaanse
biometrische paspoort. De Amerikaanse overheid brengt dat eind dit jaar uit
en wil in het eerste jaar vijftien miljoen stuks uitgeven.  De chip van
Infineon bevat dezelfde data als is afgedrukt op het document, maar dan
gecodeerd, zodat vervalsing snel duidelijk wordt. Daarnaast is ook een
digitale foto van de paspoorthouder in de chip opgeslagen. Enkele
Amerikaanse overheidsbeambten, waaronder diplomaten, zijn eind vorig jaar al
voorzien van het nieuwe paspoort. De regering van de Verenigde Staten voert
dit programma nu breder door, met name voor alle Amerikaanse burgers die een
paspoort aanvragen.

De strijd tegen terrorisme zal de privacy van de burgers van de EU verder
aantasten.
Controle van het telefoonverkeer, controle op de internetpagina's die mensen
bekijken en controle op financiële transacties zijn gewoonlijk voorbehouden
voor mensen tegen wie ernstige criminele verdenkingen bestaan. Maar de
Britse minister van binnenlandse zaken John Reid vond gisteren een willig
oor bij de Europese Commissie en een aantal landen toen hij stelde dat ook

RFID-paspoort vergemakkelijkt aanslagen

Tijdens de Black Hat-conferentie in Las Vegas (over IT&veiligheid) heeft het
bedrijf Flexilis een aantal risico's van het RFID-paspoort laten zien. Het
nieuwe Nederlandse biometrisch paspoort bevat ook een RFID-chip. Als dit
paspoort met RFID-chip open is (Hij zit bv. in je jaszak en het boekje is
niet helemaal dicht), kan hij door een RFID-lezer op afstand gelezen worden.
Overheden kunnen dit dus misbruiken om te kijken wie je bent, zonder dat je
daar toestemming voor geeft.
Op zich is dat niks nieuws, en is er al het een en ander over gezegd en
geschreven. Activisten zouden dit bijvoorbeeld kunnen voorkomen door een
mooi hoesje te maken, voor extragratis privacybescherming bijvoorbeeld een
hoesje van aluminiumfolie. Of dat hele ding thuislaten natuurlijk... of
helemaal niet aanvragen/verlengen.

reconnaissance vocal.

personne on utilisant la couleur de l'IRIS et non pas la texture.

fingerprints by detecting the miniscule electric current from your finger
when you touch the device.ossible applications are self-identifying credit
cards, cellphones, and MP3 players. When a wrong fingerprint is entered,
that item is disabled, so your credit cards won't be charged and your phones
won't be used to make strange calls. Unless they take out your SIM and stick
it in another phone, that is. Then you're screwed.

fournit avec le lecteur, vous aurez au préalable crypté vos données. Ainsi,
le seul moyen de les décrypter est d'utiliser ce lecteur et de montrer patte
blanche. Aucun autre lecteur ne pourra accéder aux données car le décryptage
est fait en hardware.
Le concept est vraiment bon et devrait être suffisant pour s'assurer que vos

initial, le gouvernement américain a passé sa première commande de
passeports biométriques à Gemalto, le nouveau numéro un mondial des cartes à
puce. Né cet été du mariage entre les français Gemplus et Axalto, ex-filiale
de Schlumberger dans les cartes à microprocesseur, le nouveau groupe
comptait beaucoup sur ce contrat. « De nombreux pays attendaient la décision
des États-Unis avant de passer leurs commandes », explique Frédéric Trojani,
vice-président du secteur public chez Gemalto. Et d'ajouter, « à lui seul,
le marché américain représente 15 % des commandes mondiales de passeports ».
Le Government Printing Office (GPO), l'homologue américain de l'Imprimerie
nationale en France, a délivré 10 millions de passeports traditionnels l'an
dernier.

devices has found that almost two thirds use no or inadequate security and
that half of those in the NHS use their own equipment to store data - a
basic breach of security practice.
A survey into "Mobile device usage in the healthcare sector" carried out by
Pointsec Mobile Technologies and the British Journal of Healthcare Computing
& Information Management has revealed that one fifth of the devices used to
store data have no security on them at all and a further two fifths have
only password-controlled access - which does not guarantee security from
hackers. Using basic hacker software downloaded from the Internet it would
take a few seconds to bypass a basic password.

Penobscot County unveils new ID system

BANGOR - Law enforcement agencies in Maine may soon be able to identify a
lost child or adult with a simple scanning of an eye.
Under a new program in place in 21 states and getting its start in Maine in
Penobscot County, a digital camera would take a picture of the unidentified
person and compare it to a local or national database.
"A match means we will be able to immediately identify the person that we
have in our custody or our care," Penobscot County Sheriff Glenn Ross told
reporters Thursday during a press conference where the Children's
Identification and Location Database project was unveiled.

The Richland County sheriff's office plans to use technology to literally
keep an eye on the community's children.

How the ongoing struggle with al-Qaida will be resolved remains an open
question. But in the five years since the attacks on the World Trade Center
and the Pentagon, one clear winner in the war on terror has emerged: the
homeland security industry. Seven years ago, it was the province of just
nine companies with homeland security contracts from the federal government.
That number had jumped to 3,512 by 2003, when the Department of Homeland
Security was formed. Last year, the total was 33,890--nearly a tenfold
increase. Since Sept. 11, 2001, the department and its agencies have paid
private contractors at least $130 billion, an analysis of federal databases
shows. The top ten contractors won at least $65 billion, or roughly half, of
that. General Electric's (nyse: GE - news - people ) InVision heads the
list, with at least $15 billion in contract revenue, followed by the likes

Stakes Rise in Notebook Safety

past and present. Call it the 26.5 million record wakeup call. That's how
many veteran's confidential records were at risk following the stunning
disclosure of a missing notebook at the Veteran's Administration this past
spring. It was the biggest Social Security numbers breach on record and the
prospect of widespread identity theft loomed.
This particular story apparently has a happy ending. There was a collective
sigh of relief by the government and affected veterans when it was reported
in late June that the missing notebook had been recovered.
According to a preliminary FBI forensics report, no data was missing or
copied off the system. A VA official said he was optimistic the chances of
identity theft have been minimized.

Virtual bots teach each other using wordplay

Grad students in San Diego build biometric vending machine

NIST releases open-source kit for biometrics

open-source middleware package that can be used to develop biometric
applications.
Dubbed the Multimodal Biometric Application Resource Kit (MBARK), it
includes software libraries, public-domain source code and example
applications to help develop new applications for biometrics. The kit is
intended to support interoperability for personal identity verification
cards, readers and software.
"Most biometric systems.rely on a single a single distinguishing physical
characteristic - such as a fingerprint," a NIST press release states. "But
most biometric equipment, including the sensors that capture data and the
database that stores the information, are not interoperable."

THE Biometrics Institute's privacy code has been approved after a marathon
consultation process.
The institute has persevered with the code, first floated in April 2003, as
a means of promoting responsible development and use of biometric
identification technologies.
"This has been a long-term project and I congratulate the Institute for its
efforts," federal Privacy Commissioner Karen Curtis said.
From September 1, Ms Curtis's office will handle privacy complaints lodged
against member organisations that have agreed to be bound by the code.
Industry codes are intended to provide a higher standard of privacy
protection than the minimum requirements that apply under the Privacy Act.
The biometrics code is the fourth to be approved since the private sector
provisions were introduced in 2001.

Rande des EU-Minister-Treffens für Justiz und Inneres in Brüssel bekannt.
Das umfangreiche Datenbanksystem SIS II und das komplementäre
Visa-Informationssystem VIS sollten ursprünglich im Juni 2007 an den Start
gehen. Nun wurde bekannt, dass auch die zusätzlich eingeräumten 17 Wochen
nicht ausreichen werden, das System zu starten. "Das Projekt befindet sich
in einer Phase des Stotterns, wir müssen alles tun, damit es nicht zum
Stillstand kommt", erklärte der bayrische Innenminister Beckstein in
Brüssel. In jedem Fall sei das Ziel, die neuen EU-Staaten noch im Jahre 2007
in das SIS aufzunehmen, nicht mehr realistisch.

fingerprinting under European Union rules being drawn up in secret. The
prints will be stored on a database which could be shared with countries
around the world.
The prospect has alarmed civil liberties groups who fear it represents a
'sea change' in the state's relationship with children and one that may lead
to juveniles being erroneously accused of crimes. Under laws being drawn up
behind closed doors by the European Commission's 'Article Six' committee,
which is composed of representatives of the European Union's 25 member
states, all children will have to attend a finger-printing centre to obtain
an EU passport by June 2009 at the latest.

notebook manufacturers talking about getting a full day's work out of one
battery charge for years, but Sony has actually achieved this and wrapped it
up is a slim, light and stylish package.
The TX3XP keeps the same great chassis design as its predecessors, but
manages to throw biometric security in for good measure. The LED backlight
screen is also better than before, while the fact that you can barely feel
this notebook in your bag will be a huge bonus for frequent travellers like
myself.

ABN Amro adds biometric voice verification

ABN Amro is introducing voice verification for its telephone banking
customers in The Netherlands. The bank says that 95% of all transactions are
now conducted through the internet and telephone.
Voice verification will initially be applied to customers making balance
enquiries, transfers and investment orders via the telephone. ABN is using
the VoiceVault Caller Authentication system from Biometric Security.
VoiceVault will four million retail banking customers in The Netherlands to
access its automated telephone banking services simply by speaking their
account number and a password.
The system will be used to authenticate up to 28 million calls per year.

PASSPORT PRICES SOAR TO £66

The price of a 10-year British passport will go up from £51 to £66 on
October 5. Following a £9 rise last December the new increase constitutes a
rise of 57 per cent in less than a year. The cost of a standard child's
passport will also be raised from £34 to £45. This follows a 36 per cent
increase in December, bringing the total rise to £20. The increases are
intended to pay for new passport microchips that will store digital
photographs and enhanced background checks on applicants.
First-time passport applicants will have to attend face-to-face interviews
for the first time from early next year.
The Government said the biometric ePassport was the most secure ever
produced by the UK. Home Office minister Joan Ryan said: "There is a cost to
the anti-fraud measures that we are introducing. But we are clear that it is
a price that must be paid to protect the integrity of our travel documents
and improve the security of our borders."

program's office of public liaison. The move would help DHS meet its legal
obligations under the 2004 Intelligence Reform Act and the 2002 Enhanced
Border Security Act, which requires the biometric comparison and
authentication of all U.S.-issued travel documents.

are working on e-passports to meet two deadlines. The first, in August, is
to comply with a European Union mandate that its member states adopt the new
travel document. The second, in October, is for the 27 nations that wish to
remain in the U.S. Visa Waiver Program that exempts their citizens from
having to get a visa to enter the United States. The chip contains a digital
photo in addition to the data on the data page, and can be verified
electronically to ensure the travel document has not been tampered with. The
firm estimates governments will spend $150 million to $200 million more to

government has decided to use biometric identification for all employees of
different agencies like airlines who access the place. Currently passes are
issued that offer varying levels of access to different employees. But the
cards can be misused by an unauthorised person to gain access by simply
changing the picture. "By the end of this year, we will have biometric
identification system for employees of all agencies who enter airports. A
card is a very basic proof of identification. In its place, we use
fingerprint or iris matching to allow access to users. A very large number
of people come to work at airports everyday," CISF DG SIS Ahmed told.

national identity cards, according to a poll by ICM Research for No2ID. 46
per cent of respondents think the proposal is a good idea, down six points
since February.
In 2004, home secretary David Blunkett strongly campaigned in favour of the
national identity card system. The plan contemplates setting up a database
that would contain the fingerprints and/or eye scan of every single person
in Britain. The government estimates that the full implementation of the

Lewisham Primary Care Trust (PCT) has become the first in the country to
adopt a security system that combines single sign-on and biometric
fingerprint authentication.
The system will be used by 300 users at Lewisham Children and Young People's
Centre to make the transfer of patient information faster while maintaining
tight security.
By using fingerprint biometrics, the Logicalis supplied system will
alleviate the need for constant user-name and password re-issuing, freeing
the trust's IT services to concentrate on more important tasks.

Let's hope there is a chance to halt this intrusive, costly and unnecessary
scheme.
A couple of weeks ago, leaks from the heart of government suggested that the
ID cards scheme was in deep trouble. Those of us opposed to it felt our
spirits lift when we read internal emails between senior civil servants
describing the chaos surrounding the scheme's purpose and implementation.
One senior manager talked of meltdown; another said "we are setting
ourselves up for failure." It appeared that a new, simpler version of the
card was being planned as a fallback, as managers discussed the huge
technical difficulties, the political confusion, and the possibility that
the entire system could be scrapped. In any event, it was clear that the
cards could not possibly be ready for their rollout date of 2008.

Identity fraud is big business. CIFAS, the UK's fraud prevention service,
reported that cases of false identity and impersonation fraud grew by 600
per cent between 1999 and 2004. In addition, data provided by members of
CIFAS showed that in the first months of 2006 there had been a
quarter-on-quarter increase of 17 per cent in identity fraud - which
represents 16,077 victims of impersonation in the three-month period.
Figures from APACS, the banks' clearing service in the UK, showed that a
fraudulent transaction took place every eight seconds in 2004. And all this
despite a high-profile media campaign to educate members of the public on
the subject.

AMSTERDAM - De Rabobank twijfelt in tegenstelling tot ABN Amro op dit moment
nog aan het nut van biometrie voor zijn klanten. Vooralsnog neemt het
gebruiksgemak niet toe, zo stelt de bank in zijn intranetbericht dat in
handen is van de redactie van NU.nl.
"Rabobank is er nog niet van overtuigd dat identificatie van grote groepen
klanten of medewerkers met behulp van spraak- iris- of
vingerafdrukherkenning veiligheid en gebruiksgemak verhogen", aldus de bank.
Deze stellige houding is opvallend, gezien de recente belangstelling voor
biometrie. Onlangs nog maakte ABN Amro bekend dat het gaat werken met
spraakherkenning.
Mocht de Rabobank al gaan werken met dergelijke identificatiemethoden, dan
nog huldigt de bank het 'basisprincipe' dat biometrische gegevens zoals
vingerafdrukken niet centraal door de bank worden opgeslagen. ABN Amro gaat
dit overigens wel doen; het spraakpatroon wordt bij de bank vastgelegd.

AMSTERDAM (Dow Jones)--Het nieuwe stembeveiligingssysteem van ABN Amro is
niet gekraakt, zegt de bank tegen Dow Jones Nieuwsdienst. Woensdag meldt De
Telegraaf dat telefonisch bankieren, waarbij de klant via de stem
geidentificeerd wordt, niet waterdicht is. Meerdere personen zouden zich
voor hebben kunnen doen als een ander, en zo toegang hebben verkregen tot
andermans gegevens.
Volgens woordvoerder Brigitte Seegers heeft de bank met opzet mensen door
laten dringen tot het systeem, om zo de grenzen te kunnen opzoeken. "Dit
hebben we gedaan om de beveiliging verder te testen en te verfijnen."
Een beperkte groep van 20 klanten staat op dit moment op het punt om een
deel van de bankzaken te regelen via stemverificatie, na een uitgebreide
testperiode onder ruim 1.450 proefpersonen en 25.000 testtelefoontjes. Een
algehele invoering staat gepland voor 2007.

The meeting was part of Apec workshop on biometric technology for smart
passports. Apec economies have envisioned a small passport that is no bigger
than a credit card.
It will contain personal data of its holder, including data on facial
features including the eyes, and fingerprints which can be read by biometric
scanners.

the production of a more secure license that incorporates Digimarc IDMarc

just now entering the mainstream, they are likely to be common within a few

or benefit systems, crooks will start looking at ways of breaking into them,
according to Bori Toth, biometric research and advisory lead at Deloitte &
Touche.
Biometric spoofing is a "growing concern", she said.

million Americans would use contactless (RFID-enabled) credit cards for
small payments. This supports a Research and Markets' paper that states that
the biggest market for contactless payment is for sub-US$25 transactions in

There is a potential Long Tail effect here. (Side note: Wired mag editor
Chris Anderson's book The Long Tail was recently released. Anyone doing
business online should read it.) The idea behind the Long Tail is that
business on the Internet inverts the popular 80/20 rule. The latter rule
says that 80% of your business comes from 20% of your customers, or some
variation of that. On the Internet, this is not necessarily the case. The
bulk of your business will likely come from the bulk of your
smaller-transaction customers.

ABN Amro introduces voice recognition

ABN Amro is to introduce voice recoginition for its customers, the Dutch
bank announced today. Customers in the Netherlands can soon be identified
over the phone without the need for passwords and PIN codes.
The system distinguishes more than 100 biometric characteristics in a
person's voice, including pitch, frequency, soft and even jaw structure.
The technology - Voicevault - was developed by Biometric Security,
headquartered in Chertsey in the UK, in close collaboration with government
and the military. The company says the solution is "the result of over 160
man years of research and development in to science, mathematics and
technology."

The groups announced their opposition in a joint statement, read out by

New biometric passports are secure -Finland's interior ministry

Finland's Ministry of the Interior assured in a statement Thursday that
there were no security problems with the new biometric passports to be
introduced in August.
"Finland's new passports meet all the requirements set for biometric
passports. They have no data security issues," said Anne Aaltonen, licence
administration director at the interior ministry.
The ministry's comments came in response to an article, printed by Finnish
daily Keskisuomalainen Thursday, which cited tests carried out in the US
showing that the data contained in biometric passports could be hijacked
from a distance of up to 20 metres.

NIST Releases Multimodal Biometric Application Resource Kit

released the Biometric Application Resource Kit (MBARK). MBARK is, according
to a NIST release: "A set of modern software libraries, example applications
and public-domain source code that may be leveraged to develop the
next-generation of biometric and personal identity verification
applications." It provides a consistent user interface regardless of sensor,
and XML allows sensor interoperability via "plug ins" as well as "on the
fly" workflow changes. "MBARK was originally envisioned as a targeted
application to be used to collect a large-scale database of face,
fingerprint, and iris images," said NIST. "Since then, however, the software
has broadened into a set of libraries enabling a much wider variety of uses.
For example, a custom MBARK-based application is currently being deployed in
a NIST 10-print usability." MBARK downloads are free from the NIST Image
Group Open Source Server.

Gartner: Security richtlijnen overheid VS zijn PR-stunt

Naar aanleiding van de diefstal van een laptop met de gegevens van 26,5
miljoen veteranen en verschillende andere incidenten waarbij vertrouwelijke
gegevens op straat belandde, kondigde het Witte Huis strengere
beveiligingsmaatregelen aan voor het beschermen van persoonlijke informatie.
Volgens onderzoeksbureau Gartner gaat het hier om PR-stunt en voorkomen de
richtlijnen alleen maar sensationele koppen in de media, maar biedt het geen
practische oplossing voor het probleem.
"Gartner is van mening dat het "onjuist gebruik" niet duidelijk op
persoonlijke gegevens slaat, en dat er meer specifieke richtlijnen voor dit
soort incidenten moeten komen" aldus analist John Pescatore.
In de nieuwe richtlijnen is het verplicht om alle gegevens op een laptop en
mobiele apparaten te versleutelen, tenzij het om "niet vertrouwelijke"
gegevens gaat. Verder moet de informatie met twee soorten authenticatie zijn
beveiligd, zoals met een wachtwoord en smartcard. Ambtenaren die flexwerken
of mobiele apparaten gebruiken moeten elk half uur opnieuw inloggen.

De stemverificatie wordt toegepast bij klanten die bellen voor
saldo-informatie, telefonisch overboeken en beleggen. Klanten hoeven alleen
het rekeningnummer uit te spreken en zij krijgen toegang tot hun eigen
bankzaken. Bovendien wordt aan de klant de vraag gesteld 'waarmee kan ik u
van dienst zijn'.
Volgens ABN Amro kan de klant ook gewoon telefonisch bankieren als de stem
vervormd is door bijvoorbeeld een verkoudheid of een zware nacht. De
computer controleert de stem namelijk op meer dan honderd persoonlijke
zogeheten biometrische kenmerken als toonhoogte, frequentie, zacht-hard
gehemelte en kaakstructuur.

sont très longs et donc coupés par des retours à la ligne par vos
logiciels de messagerie. Certains d'entre vous n'arrivent donc pas à

dans le mail et recopier ces bouts de liens en plusieurs fois dans
votre navigateur ... un peu pénible ... on laisse souvent tomber.

Bonjour,

J'aimerais extraire l'image d'une empreinte digitale et je dispose du
morphosmart MSO-100 de Sagem.
Il est facile d'extraire une image via l'activeX, mais elle est de
taille 416x416 en 50 dpi. J'aimerai obtenir une image de meilleure
qualité, ce qui doit être possible vu que le scanner est de 500 dpi.
Je ne vois pas de moyen simple de récupérer cette image en haute
qualité... On peut bien écrire un programme avec les bibliothèques dll
sagem mais ça prendrait pas mal de temps pour un truc si simple...

Quelqu'un est déjà passé par là? Quelqu'un a une idée?

Atmel sur le point de vendre sa filiale française de Grenoble

San Jose, Californie, 13 juillet 2006 . . . Atmel(R) Corporation (Nasdaq:

M. Jean-Pierre Michel rappelle à M. le ministre de l'éducation nationale, de
l'enseignement supérieur et de la recherche les termes de sa question n°
21027 publiée au Journal officiel le 29 décembre 2005 à propos de
l'utilisation de bornes biométriques dans les cantines scolaires. En effet,
depuis quelques années les établissements scolaires installent, sans avoir
obtenu au préalable l'autorisation de la CNIL, des bornes biométriques en
toute illégalité ; il lui demande dans quels délais il compte répondre à
cette question.

Ma société ma chargée de faire l'acquisition d'un
capteur d'Iris trés démonstratif (avec faisseau si
possible apparant). L'objectif étant de sensibiliser
nos clients à ces nouvelles technologies. Nous sommes
un industriel spécialisé dans la défence, le produit
doit être très design (Iridian modèle par example). Si
le produit ne propose pas de logiciel d'utilisation ce
n'est pas grave, nos équipe de développeurs sont
prêtent à implémenter nos propore algorithme de
connaissance d'Iris.

Pour résumer, on cherche le capteur d'iris (ou même
une solution complète c-a-d avec logiciel de
reconnaissance) de la série NCIS.

Bonjour,
     à ma connaisance il est impossible d'éviter l'interface graphique de
l'ActiveX. Néansmoins vous pouvez faire appel a l'API de windows pour
"cacher" l'interface. Il faut que la detection automatique des doigts
soit activée, ensuite en recuperant le handle de la fenetre (hwnd) vous
pouvez lui passez a travers de l'API SendMessage les parametres de sorte
que la fenetre soit automatiquement minimisée et toujours en arriere
plan de votre fenetre principale.

sans avoir l'interface graphique de l'activeX fournie.

Bien entendu, il est possible de développer un logiciel à partir des

Souvent les liens vers les articles de presse en ligne sur internet
sont très longs et donc coupés par des retours à la ligne par vos
logiciels de messagerie. Certains d'entre vous n'arrivent donc pas à
suivre les liens (il faut dans ce cas copier chaque ligne du lien
dans le mail et recopier ces bouts de liens en plusieurs fois dans
votre navigateur ... un peu pénible ... on laisse souvent tomber.

  This email is to inform you about a NATO Advanced Research Workshop (ARW)
on IDENTITY, SECURITY AND DEMOCRACY; SOCIAL, ETHICAL AND POLICY IMPLICATIONS
OF AUTOMATED SYSTEMS FOR HUMAN IDENTIFICATION (AIT) organised by the Centre
for Science, Society and Citizenship and the Israeli Center for the Study of
Bioterrorism in Jerusalem, next.  September 2-4, 2006. Please find enclosed
the advanced program.

The objective of the workshop is to develop new and original recommendations
for how the preservation of personal privacy and civil liberties is
compatible with the need to validate the identity of the individual crosses
the spectrum of social interaction. Privacy concerns dominate the debate and
the public seems to be scared by the risk of an Orwellian scenario. However
v to have an identity is a basic right, which gives foundation to many other
rights included the right to anonymity.

This  NATO ARW is  part of a larger initiative.  In 2004 the European
Commission has funded the support action BITE, Biometric Identification
Technology Ethics (www.biteproject.org ) in the scope of the Action Plan on
Science and Society of the VI Framework Program. In 2005 the Science and
Society Directorate of the European Commission and  the  BITE consortium
have then convened the first Transatlantic Meeting on Ethical and Social
Implications of  Biometrics
(http://ec.europa.eu/research/science-society/page_en.cfm?id=3165 ).  In
2007 we are planning a second Transatlantic conference in Washington DC and
the launch of a European Platform.

Proceedings of the ARW will be published as a book volume in the NATO
Science Series by IOS Press.

Although participation is only by invitation, there are still few places
available for observers. Observers include both senior  and junior
researchers. Senior researchers are not receiving any reimbursement for
travel and lodgement expenses but if accepted they have not to pay for
conference fee. Junior researchers can have their own lodgement expenses met
by the organisation. Junior researchers who want to be sponsored by the
organisation must send by email by July 30:
1)       The application form duly filled out
2)       Their CV
3)       An unpublished paper (comprised between 4,000-5,000 words)  on
ethical, social and policy implications of identification technologies,
which might show their capacity for original contributions in this field.
Best papers will be published in the workshop proceedings and their authors
will be invited in the workshop. In any case papers will not be returned.

Biométrie : cinq refus d'autorisation d'utilisation des empreintes
digitales

             Le 30 mai 2006, la CNIL a refusé d'autoriser cinq traitements
biométriques de contrôle d'accès reposant sur la reconnaissance des
empreintes digitales. Un des dispositifs avait notamment pour finalité de
contrôler l'accès aux chambres d'un hôtel de luxe parisien.


             Comme elle l'a déjà rappelé à l'occasion des quatre refus
d'autorisation
délivrés le 12 janvier 2006, la CNIL considère que le traitement, sous une
forme automatisée et centralisée, des empreintes digitales ne peut être
admis que dans la mesure où des exigences impérieuses en matière de sécurité
ou d'ordre public le justifient. Cette position s'explique à la fois par les
caractéristiques de l'élément d'identification physique retenu, les usages
possibles de ces traitements et les risques d'atteintes graves à la vie
privée et aux libertés individuelles en résultant,

             C'est pour cette raison que la Commission n'a pas autorisé, au
cours de sa séance du 30 mai 2006, quatre banques et un hôtel à mettre en
ouvre des dispositifs de contrôle d'accès reposant sur le traitement, dans
une base de données, des empreintes digitales.

             Les dispositifs présentés par les banques avaient pour objet de
contrôler l'accès aux salles dans lesquelles sont situés les équipements
informatiques et téléphoniques. Lors de l'examen en séance, la CNIL a
considéré que l'objectif invoqué, s'il est légitime, pouvait tout aussi bien
être atteint au moyen d'un dispositif de reconnaissance des empreintes
digitales avec enregistrement sur un support individuel, qui ne présente pas
les même risques en termes de protection des données qu'une base de données
d'empreintes digitales.

             Le dispositif présenté par l'hôtel avait pour objet de contrôler
l'accès aux chambres. Les clients de cet hôtel de luxe parisien devaient
faire enregistrer leurs empreintes digitales pour pouvoir ensuite accéder à
leur chambre. Là encore, la Commission a considéré que la conservation dans
une base de données des empreintes digitales des employés et des clients
habilités à accéder aux chambres n'était justifiée par aucun impératif de
sécurité.

Security Israël 2006 : La biométrie se démocratise en Israël

Pour son 20ème anniversaire « Security Israël 2006 » qui s'est terminé le 29
juin a fait le plein. En effet, dés son ouverture, les allées étaient
remplis de visiteurs. Il est vrai que se salon de taille relativement
modeste est centré sur la défense contre le terrorisme. Il s'apparente a la
version israélienne de Milipol. Mais la biométrie y tient une place
importante au côté des offres de solution sécurisées de vidéosurveillance à
base de VoIP.

Voilà au moins un beau geste dans la pitoyable saga des nouveaux passeports
biométriques : les personnes qui ont reçu un passeport Delphine à lecture
optique entre le 25 octobre 2005 et le 30 mars 2006 peuvent se faire
délivrer un passeport biométrique sans acquitter les droits de timbre auprès
de la Préfecture de Police de Paris. Seuls les usagers qui doivent se rendre
prochainement aux États-Unis (ou y transiter) pourront bénéficier de cette
mesure exceptionnelle. Les usagers qui remplissent ces conditions et qui se
sont déjà fait délivrer un passeport biométrique peuvent obtenir le
remboursement de la taxe de 60 euros qu'ils ont acquittée.

Souvent les liens vers les articles de presse en ligne sur internet
sont très longs et donc coupés par des retours à la ligne par vos
logiciels de messagerie. Certains d'entre vous n'arrivent donc pas à
